I went one night, I am not much of a shopper so take it with a grain of salt, but I did not find it anything special, and did not find anything worth buying.
I did keep thinking is anyone going to come here in the winter when it is cold and snowy.
I have a friend who is an avid outlet mall shopper and she said it was really disappointing, and not worth the hour drive from where we are. She left and drove to Vaughan Mills Mall instead.
I live around the corner from the mall and have not been. Every time I drive by it is a big hot mess with traffic, etc. I am dissapointed there is nothing in terms of restaurants and have heard the deals aren't great. However, there are some interesting stores like Restoration Hardware and a few others that I'm dying to get into.
Seeing as it is the closest mall to me I'm sure I will be there at some point and will be a frequent shopper.

Well, there are tons of people that drive by it every day on their way to commuting to Toronto. No doubt it will be busy in the winter too! It's only about 30-40 mins from Toronto and 20 from the airport - it's certainly not in the middle of nowhere.
An outdoor plaza to me is a row of stores with parking in front of it, but this is several rows of stores with no roof and parking is surrounding the mall.
The food court is enclosed.
It is very similar to the Orlando Premium Outlets.
