Yes, you enter the lounge from the observation deck. When Wishes begins, the music is piped to both the lounge and observation deck. During MNSSHP (Happy HalloWishes) & MVMCP (Holiday Wishes), they pipe in the appropriate version of the Wishes music.

Members staying on a reservation at any Disney owned & operated resort have access to the TOTWL. It doesn't matter how that reservation was booked. There are a few dates (7/3, 7/4, 12/30 & 12/31) that are only available to members that are using their membership to stay at BLT.
 

We stayed on points at BLT the first week in August. There were 6 of us in total. My husband and I and the 4 "kids" ages 17-26. In the past I have shown my DVC card but this time the CM scanned my MB and I input my Pin, then they escorted my husband and I up. The kids came up in separate groups after us and the CM did the same to for them as well. Not sure if this is something new or if was a test. It was the only time we went up during out stay.

Although the lounge became quite full there was still plenty of room on the observation balcony. I even ran into an actual neighbor from home.

Definitely yes. As long as you are a DVC member and staying on property in any capacity. Even staying on a cash reservation at a value resort would qualify. Simply need to be a member, and currently be staying on property (anywhere).
 
Having dinner at Kona Café and want to go over to BLT for Wishes..

Two ways to do it, correct? Walking off the dinner:cool1: or by monorail correct? :confused3

No walking. The Mickey police would probably encourage you to turn around if they saw you as it's a very busy road and no sidewalks.

Monorail is the only way although you could get off at the MK and finish getting to BLT with walking if you were looking for some exercise.

Stupid question--but what is offered at the TOTWL? Obviously drinks, but is there any light food or appetizers?

I assume this is where the DVC welcome breakfast was at--correct?

We just signed up last November, and we were invited to a breakfast 'welcome to DVC' type mixer the day after we signed the papers. It was (what I assume) to be at the TOTWL.

Awesome breakfast too.
