When I bought into DVC about a month ago, my rep told me you can go up there as long as you are staying on property with points any time of the year except 4th of july and NYE, unless of course they have any other restrictions but they said those two days for sure (unless you are staying at Bay Lake)

Actually, members have access to the TOTWL when staying at any Disney Resort on either cash or points. On blockout dates (7/3, 7/4, 12/30 & 12/31), you must be using your membership to stay at BLT to have access.

Interesting, he told me only on points, but I would take most people's word on here vs that guy thank you!
