We are renting points and staying at Bay Lake Tower. Will we be able to go up to the Top of the World Lounge? I know they have a small menu. Can you use the dining plan there?
 
They do not accept any dining plan. And you may actually have to be a DVC Member (and not just renting points) to enter.
 
They do not use the dining plan- you will probably have no problem getting up with your KTTW card but they may ask for a member card and you would not be able to go up if they did that.

As of yesterday they had: beef and goat cheese flatbread(we like it although it is not as good as the BLT that isn't on the menu right now), shrimp cocktail (did not sound like a regular one according to the menu), chicken sliders (DH loved these), pretzels with 2 sauces (one is a spicy sweet and the other a mustard), they also have a vanilla cream brulle (it was excellent), and a cake for 2 (my favorite item on the menu and we shared it easily for 7 of us after a meal). They also had a nacho plate and a pb&j sandwich on the kids menu.
 
You are required to show your BLT room card and your DVC member card to gain access. At least that is what they required of us when I went in February.

Anytime I've gone we've had to present our room key and our DVC membership card. There was a group on line in front of us that rented points but weren't allowed up because they didn't have the membership cards.
 
Last time we went to TOTW we had to show our DVC member card as well as our KTTW.
 
If they ask for a DVC member card you will be denied access.

The lounge does not accept the dining plan.
