1. Beaches & Cream (I know that sounds silly, but it is just too cute in there!)
2. Narcoosees
3. Artist's Point
4. Boma
5. California Grill

The only places I have actually eaten at, and thought was romantic, was Jiko.

I have no doubt V&A and Bistro would be as well.

Romantic means different things to different folks, but if relatively peaceful and quiet count, then:
V&A
Bistro
Citricos
Blue Zoo (if no conventions at the Dolphin)
Wine Room at California Grill (if there are no kids).

I agree with the previous posters, but add Le Cellier for me! We went in October, at a prime time, and it wasn't very busy or loud there. We also got seated in a corner so it felt private. I thought it had a very romantic feel. Also Coral Reef had a romantic atmosphere (and unusual) but the food was not good at all I thought.

3. Narcoosee's (late) would probably be much more romantic than our early dinner was.

I've had other good dinners (LeCellier and Mama Melrose pop into my mind), but they aren't truly romantic. Both are darker, and more intimate, but not really romantic for one reason or another)
