Toontown early entry?

I may be dreaming this up, but is there not early entry at Toontown for certain guests? How does one qualify for this?

I think you're thinking of Toontown Morning Madness that they used to offer on select mornings. It ended in January of 2013, but was offered to guests that booked a travel package through the Walt Disney Travel Company.
