There doesn't have to be an election in a parliamentary system to have a change of party leadership. This is a power struggle within his own party.

I think Tony Blair is very intelligent and a wonderful orator. Occasionally, I watch the debates in Parliament and the give and take is terrific.

Having said that, I see Tony Blair more as a big brother who follows the little brother around and tries, as much as possible, to keep him out of trouble.

It's the only explanation I can come up with for why Blair signed off on Bush's schemes.
