I haven't stayed in the Villas, but, yes - the toiletries at the GCH hotel are H20 Spa products, so I imagine they are the same at the Villas.
Actually, I learned a few years ago that H20 makes most - if not all - of the bath products for all of the Disney hotels in both Anaheim and Orlando, but because most of the bottles have Mickey or some other kind of obvious Disney design on them, you don't see that they are H20 products very clearly like you do on the bottles at the GCH, which say "H20 Spa" right on the front.
When I learned that H20 makes most of the bath products at both DLR and WDW (regardless of the packages design), I immediately went to my stash of various DLR toiletries from over the years. I checked the tiny print on a bottle or two, and sure enough, I saw H20 in teeny tiny letters. When my friend brought me back a bottle of something from Port Orleans, I looked at the tiny print and it was H20 again. But I think they have started to now put out bottles that don't mention H20 in the tiny print anymore. I'm not sure if that's because Disney doesn't want anyone to know H20 is making all of the toiletries or what the reason might be, but I have noticed that H20 was missing from a few of my more recent toiletries from the PPH.
