Just back from a fantastic week in Disney. 
And since I'd noticed that there was some debate about how long the Test Track FP and single rider queues take, I did my best to note the times whenever we rode.
Here's what I found:
Noonish, December 6th, EasyWDW crowd level of 4, Epcot NOT the recommended park:
It took five minutes to ride the single rider line, posted as ten.
Paper FP: Nine minutes to the design room, ten minutes to the ride, nineteen minutes total. (Counting from when we joined the line, to when our butts were in the car.)
FP+: Ten minutes to the design room, ten minutes to the ride, twenty minutes total.
Noonish, December 7th, EasyWDW crowd level of 7, Epcot recommended:
Single rider line posted as 15 minutes, took 25 (noticed it was up to 30 when we left).
FP+: Eight minutes to the design room, ten minutes to the ride, eighteen minutes total.
So, in our very unscientific and limited survey, it would appear that the FP wait times are quite consistent, regardless of crowd levels. It takes 8 to 10 minutes to get to the design room, and then 10 minutes to get to ride vehicle.
I'd love to see more data from people who are actually there now!
