"Too many" isn't their problem.

If they took one tier one from that list and moved it to tier 2, how long do you think it would last?

If they had "too many" of anything, tiers would not be needed (as in the case of the MK).

But moving LWTL shouldn't cause a FP frenzy should it? Even TOT at HS is a tier 2 and there's even less things to do there.
 
It's *not* that they don't have enough attractions. It's that they don't have enough *good* attractions. Clearly there are enough FP for everyone to have 3. But they were unhappy when everyone was grabbing both Soarin' and TT. I guess there were complaints?

Based on my calculations there is barely enough for everyone to have 3 on an average day. That is including maxing out distribution of Figment, forcing 12000 people to accept living with the land and keeping the puke machine MS at full capacity.

During busier times there isn't enough to give everyone 3 even if everything is used.

Plus, there will be an influx of people jumping to Epcot just to ride Frozen Ever After. So that will further complicate things.

Epcot needs attractions desperately. And they need good ones.
