We are planning our first Universal trip for Feb 2018!

DS (9) is hoping we are able to go to Volcano Bay. It will be chilly for a water park I am sure but we are from Minnesota so might be okay?

If we buy 3 day park to park tickets, most likely from Undercover Tourist at this point, are we able to add Volcano Bay option while we are there?

If you only want one day for volcano bay, you can buy tickets for it at guest service or at that park

To add the park tickets can be done but not sure if how much it would increase your deal

UT tickets can be upgraded to add parks but have no idea of cost

Send an email to Uo and they can advise you of additional coats
They are quick to reply and give accurate info

From my research, it looks like upgrading from a 2-park to a 3-park ticket is ~$40 whereas a separate 1-day admission ticket is ~$65 so, if you can, it is definitely a better deal to upgrade. You may have to call Universal or use the live chat on their website to find out if this can be done onsite.
