I'm pretty sure I know the reason is because they're trying to keep daily attendance down. But seemingly 10 people can go to one Disney park for roughly over $1,000,... But one person can go to 10 Disney parks for around $500 to $600.... Am I missing something or is it possible to split that per day discount amount others in your party

Absolutely not possible to split up the discount between people, also not possible to buy a non-hopping ticket and use several of the park visits on the same day. It's not to keep attendance down, it's about MONEY!
 
With that in mind since they are supposedly restructuring annual passes, what's the chance they will offer them out of state, if it is truly just about money and not overcrowded parks
 
Tickets are priced per-person. The cost is "front-loaded" meaning the first several days are the most costly and the guest is "rewarded" with lower cost additional days. Once you get to about a 4-day ticket, the cost of adding a day really goes down; when you get to a 9-day ticket it only costs about $20 to add a 10th day. WDW knows how long is the average visit and prices the tickets accordingly. Those lower cost extra days encourages people to buy 1 more or 2 more days that might be partial days because of traveling. But by getting guests into the park once more they know it's highly likely that guest will spend on food and souvenirs.

As for APs -- everyone's waiting for news. There is rumor something may come out in mid-August. I can't imagine APs in some form won't be available to out-of-state guests; there are a lot of out-of-state AP holders currently, they won't cut them off.
