tickets and transportation

Question regarding transportation in and around WDW..

I know if you stay on site you have unlimited use of transportation etc... but does a PHP give you the ability to use the transportation system? We're thinking of eating a late lunch at Beaches & Cream one day, and dont want to go get the truck, and drive.

What is allowed and what isn't?
