Ticket voucher and upgrading ??

I have two tickets for my upcoming trip that I need to deal with upon arrival.

The first is a voucher that I have to exchange for an actual ticket. The other is a base ticket that I need to add the hopper option on to.

My question is this: Can I do these two exchanges at POR or do I have to exchange them at Guest Relations at a park?
