It’s probably on one of those small easel type things they put on the tables. They have had a three course lunch special in the past and that’s how it was presented. I don’t think they update their menus at ND for short term specials.
It depends on the time of year for me. I prefer to eat my largest meal of the day for lunch, and if it’s a reasonable temperature outside, I might be inclined to get an app and/or dessert. No way would I do that in the summer though. In hot weather I stick to small, lighter meals (often a kids counter service meal, to be completely frank) and focus on hydration.
I am a Nine Dragons fan also. I have never had a bad meal there, and it’s possible to get spicy food that is actually spicy hot (something that is rare in WDW). I have been known to carry red pepper flakes in my bag to liven up some of the meals . . .
IMHO, 9 Dragons, is 2 steps up from Panda Express/ P.F. Chang. They had a braised pork belly dish on the menu briefly but it’s gone now and so has my interest.

I think it also depends on whether there are any good Chinese restaurants where you live. I don’t have any decent Chinese restaurants close to me. Other than Nine Dragons, which is about a half hour from my house, the only other good Chinese restaurant I go to is three hours away, one way. That one is exceptional but I am not likely to run over for a take out order. However, there are a lot of people who live where good Chinese restaurants are abundant, so they often pick other restaurants at Epcot than ND.
