I am in the process of planning my families first visit to Universal. We are wanting to eat at Three Broomsticks, preferably at breakfast. Is the only way to eat there for breakfast to book the Harry Potter Package?
 
If the restaurant isn't fully booked up they will let you eat there. You can ask the attendant at the front of the restaurant if they are taking walk ups that day.
 
If you are an on-site hotel guest you can book a breakfast via the concierge desk--without booking a package. Assuming this hasn't changed since June.

When we were there last August the place was fully booked up for breakfast. I noticed a few parties waiting a long time to get in without reservations(There are always cancellations). Like Damo said, there is usually one or two attendants at the front of the restaurant to ask.
 

I ate breakfast there twice in late July this year without a package or reservation. I just got there early and waited in the line. My family of 5 even got to eat with me without any reservations, but we were waiting in line a little before it opened. The attendent said that because we were there early enough it wasn't a problem getting us in. I enjoyed it.

We ate there in late July without a reservation and No Wait! It was about 9:15-9:30 or so and we just walked in! It was kinda neat to look around inside, but no real 'reason' to eat there (no characters, no real 'magic') & a little pricey for breakfast imo. I am glad that we did it once - but probably would not do it again.

We actually split 2 meals between the 4 of us. In our pancakes meal there were 3 small pancakes, sausage, bacon, and a croissant. We all had plenty to eat. (One of my sons is 17)

We split two breakfasts between 4 as well. Drinks were included with our breakfasts, so that is pretty much another $3.
