You can't make a reservation for breakfast at Three Broomsticks or Leaky Cauldron without a package, but both accept walk-ins.

They don't advertise the breakfast hours but I believe it is until 10:30.

I walked right into Three Broomsticks one morning last week and had breakfast. When I got in line, they asked if I wanted breakfast or lunch. My receipt is stamped 10:09 am if that helps any. The rest of my family was in Diagon Alley and at the hotel so I was eating alone that morning. I had a most delicious breakfast of pancakes, bacon, and coffee. The price was 17.03! I forgot to take a photo.
