Did some resort hopping today and while there asked at PBH and RPR about booking a breakfast at Three Broomsticks without a package.
At PBH I talked to someone at the concierge desk and she told me that the Attraction Tickets desk would handle it, but only for reservations the next day. She said I might be able to get them two days out if I asked nicely.
I did not go by AT desk there to verify. Concierge told me that these reservations were based on cancellations, so available times could be sparse. She also pointed out you could wait standby outside 3B and get in with luck, as some posters have mentioned.
Then at RPR, I went to the AT desk directly and they also said I could do it there, but in his case he said I could do it up to 5 days out.
I did not ask at HRH.
