Thought I was an expert. Dining/DVC/Pop

Well, I'm totally stumped.
According to Allears.net, you can add the Dining plan if you are a "non-Dvc member staying at a Disney property. You must also purchase at least one day park admission."
OR
"If you are a DVC member, staying at a DVC resort on points." No minimum admission tix for this apparently.

So, forgive me for being thick, but what if I'm a DVC Member (I am) and I'm staying at Pop Century for 3 nights. Can I still add the dining plan WITHOUT having to purchase park tickets? I don't want or NEED park tickets. What is the rule on this one?

And, once we've figured that out, when do I (or can I) add this to my reservation?

Nope

To get the DVC, no ticket DDP, you have to stay at a DVC resort on points.

If you want to add the DDP to any reservation you have to do it before you check in at least 72 hours.

I had just come to that realization as you posted. But, I'm good with it. The pkg. deal actually comes out cheaper....

If you are an AP holder and have booked a room-only AP rate, then you can also add a DP without having to make the minimum ticket purchase.

DVC members can now get the Dining Plan at non-DVC WDW resorts (without a ticket purchase or minimum stay) if they book the non-DVC resort stay with points.

So technically, to get the "DVC, no ticket DDP", you have to book your stay through MS.

But still no joy for the OP - MS cannot book the value resorts.
