I am frustrated due to internet connections. I have Att. I have called and they keep having me run the same tests over and over and check my speed which is so low. They are sending out a technican to check the outside and the inside.

My question is if they found that it is something inside the apartment has the manger or owner pay the bill? Or did they refuse to pay it. I have the tech coming on thursday. If anyone could answer this I would appreciate it. Thanks
 
You should not be charged as the manager/owner is responsible for maintaining the utility connections....

I lived in an apt building and had Time Warner Cable for a year and them out a bunch of times to fix my connection (including rewiring half the apartment building because they discovered it had previously been wired wrong) and was never charged a dime.
 
They say I will be billed so how do you present the bill to the manager? Or do I need permission first? I appreciate the answer.
 
I say it depends on your lease.

My leases have always had clauses saying that any repairmen will be paid for by the tenant...so I've always purchased the stupid monthly service plan. Matter of fact, until last summer I was renting a condo that had major problems. The landlord had painted over the phone jacks, for instance. Two were completely dead. Despite the fact that it was her fault, she never had it repaired. I just lived with one phone line.

When we got hit by lightening the landlord's response was, "I'm not taking your word for it!" (She moved to Pennsylvania about 3 weeks after I moved in and didn't have a property manager.) I put the Fire Chief on...even after he explained to her that the property was not habitable, she refused to have a repairman in until Monday morning. We got hit on Friday afternoon! The Fire Chief ended up forcing the condo manager to make repairs...literally. He drove the manager to the store, had him buy parts, and stayed at my condo until the manager had made needed repairs! Thank God for the Fire department!

My advice is, read over your lease to see if it's mentioned. BTW...do you have wireless? You might have neighbors using your service for free...slowing your connection waaaay down. I've had several friends who've had that happen to them...and a couple who admit having done it to others! Good luck!
 

OUr landlord has nothing to do with it, in our case. Does your lease say landlord is to provide you with working internet?

If your community is providing internet and cable as part of your lease, it will be their responsibility. I write up standard lease agreements on a virtually daily basis, so that will be the deciding factor. They are required to pay whatever is listed as community provided, including all repairs for lack of functionality. If it is something that the community has to fix (faulty wiring, etc.) the technicians are generally very good about telling you so, since they cannot make holes in walls without their consent anyway.
 
I am not on a lease it is just month to month. The apartments do not provide any basic cable. Everything comes through one phone line. There is 1 phone jack in the whole apartment. I guess I will have to go over and talk to her before thursday. Thank you everyone who gave me an answer.

Most likely in this case you are going to be responsible for paying for it. If she is fair she may offer to take care of it but legally I don't believe she is obligated. Even if an apartment provides utilities, an Internet connection is not considered to be a required utility in most places (unlike electric, water, heat, etc.). Unless a lease/written agreement dictates otherwise phone bill costs and Internet costs are usually covered by the tenant including repairs.
 
If there is no cable service in the building the landlord is not obliged to install the basic skeleton of cables to make possible a discount rate for each tenant if and when the tenant wants to subscribe.

In a condominium, all the owners share in the cost of needed repairs to those portions of the cables that traverse other units to get to yours, unless the bylaws state otherwise or unless you or your landlord had the cable specially installed for your unit (apartment).

Is the phone line noisy when you make calls? That could cause slow internet service. Usually the phone company is responsible for fixing noisy lines although their responsibility might end at the building junction box in the laundry room.
