So I found a 50 point CCV that matches our use year. Here are the details of the listing

April 2018 - 15 points
April 2019 - 35 points
April 2020 - 16 points

There are currently 15 points (which have been borrowed in from April 2019) + 35 points as of April 2019 (1 point was banked from April 2018 & 34 points have been borrowed in from April 2020) + 16 points coming April 2020 + 50 points coming April 2021

Can close after 12/16/18

Am I right in assuming they made a reservation in 2019 then decided to sell and canceled it and thats how they borrowed 2020 points into 2019.

The price is basically full retail which is not worth that loss of points.
 
Sounds like someone who bought in who didn't really know how to use their DVC. If they can't close until December then by the time you get your closing documents and contract in hand maybe it will be January-- those 15 2018 points are going to probably be lost as it sounds like they would need to be used by March 31 -- or you transfer them to someone who can use them. If asking close to retail I would offer much less and see if they bite.
 

That is an asking price. Offer what you think you want to pay. They can say no or counter.
 
Seems too high for a Copper Creek with points that are all messed up. Considering you can purchase directly for $182 or $176 per point depending on the incentives Disney offers. If you purchase direct, you would also be entitled to the Member Perks and added exchange options. Normally I would recommend purchasing resale, but if the prices are almost at retail... and the property is not "Sold Out" so it is available with Disney direct...might be best on this one to buy from DVC direct.

We already own at CCV direct and OKW resale was looking to add on at ccv saw a ccv resale that matched our use year and thought id take a look but at that price i might as well add-on direct.
 
That takes real trying to mess up the points that badly when you only have 50 per year to work with (and a Dec 2018 reservation, to boot).

Based on the information provided, it sounds like they canceled two reservations, 1 in 2018 and 1 in 2019. If they banked 2018 points, they wouldn't have needed to borrow 2019 points, unless they were booking something in 2018. The 2019 points borrowed into 2018 wouldn't have been used towards a 2019 reservation. The likely banked the 1 2018 point before their banking date, then decided they wanted to travel, borrowed the 15 2019 points, and then canceled the reservation. Same scenario with 2019 borrowed points. I have seem some interesting things that people do to their points, but that one is interesting.
