.... if we arrive on property earlier than our check in time/room ready time, and we have a dining plan, are we able to start using the dining plan credits before we are officially checked in? I will be checking us in online at the 60 day mark. Thanks for your help!

Yes, if you do online check-in, I believe you can use the credits before you actually check-in.

But you can also check in at any time on your arrival day; you don't have to wait until 2 or 3 or whatever official check-in time is. Your room may or may not be ready, but you can leave bags with bell service and go enjoy the parks or a restaurant.

We have "checked in" late morning and from what I have read on the DIS anytime in the morning starting around 7am you can check in.
