Third grade math brain teaser - BLIPS (help!)

DS brought this home from school. I can't for the life of me figure it out -

These numbers are blips - 60, 12, 24, 8, 44, 100

These numbers are NOT blips - 3, 35, 34, 26, 11, 6, 42

Which of these numbers are blips and why - 21, 4, 52, 38, 28, 18, 27, 9, 32

You're my hero if you can figure it out!

4, 52, 28, 32 are all blips... and also multiples of 4
 
4, 52, and 32 are blips because they are divisible by 4. All the blips can be evenly divided by 4, all the non-blips cannot.

That's my best answer!
 
It looks like the Blips are numbers divisible by 4 and the non blips are not divisible by 4. (Technically any of them can be divided by 4 but the blips have no remainders or fractions in the answer.)
 

Hmm. It seems to me that the "blips" are all divisible by 4, evenly, while the "not blips" are not.

or - all blips are the result of an even number multiplied by 2.

none of the non blips are.

so the blips would be:4, 38, 28, 32
