Is the Wave going to become a buffet only meal for breakfast, after the refurb?

That hasn't been announced. I would doubt it though since it wasn't a buffet only restaurant before covid.

I've been wondering if some or all buffets will be a thing of the past. I can see the character meals staying family style.

I'm also not sure the Wave is coming back. The wording on the website kind of suggests it isn't, and there have been plenty of rumors that its going to be a different restaurant with a new menu.

There was a rumor of that, but I think it might have originated from an untrustworthy source. The other rumor is that it will be a steakhouse.
