I know him and while not a name, a very very good singer. I would call him part of the "post hit albums" Boston.
Prior to the Boston stint with Tom Scholtz and Brad Delp, he was part of a band containing Boston alum/guitarist Barry Goudreau. For Massachusetts folk, Barry grew up best friends with Ernie "Come on down" Boch Jr. This band was known as "Orion The Hunter". Some very good songs on this album, but it never took off nationally and soon made the cutout bin. The hit song/video on this album was "So You Ran".
And before this, Fran was part of a number of local bands / projects between my area of Mass and his native New York. The one I liked best was a local club act called "Celebration". Just Fran and a neighbor a few blocks away from me Red Smith. I followed them around when they played in town. they had a pretty decent local following.
Fran's voice can bring tears to your eyes. Not kidding.
