Are you focusing on something specific or is the blur area a default?

It's called tilt-shift photography. I'm just digitally making it to focus in a certain area to make the picture look more like a model. Check out the thread I posted yesterday on it. Disney has made 3 tilt-shift videos which are really amazing.
