Is it always closed in the early morning?
If so what time does it open?

It is closed right at park opening, yes
But it opens up I believe half an hour (or an hour) after park opening time, just about when the crowd catches up to the bridge basically
It isn't closed for long

On some days it can remain closed (as an entrance from Africa) for quite some time.
That's because when Flights of Passage is backed up, that "bridge" (actually it's more of a path than a bridge)
is part of the standby line.

We were not allowed to go from Pandora to Africa around 10:30am last week sometime when the standby line was super long for FoP. There was a CM yelling at anyone that tried to go that way.
