Yes, it can close for rain. A light sprinkle is usually fine, but anything heavier and they will close it down. The cars would lose traction.

That's true, but, those cars are open with no real windshield. Would you really want to be traveling at 62 mph with rain pelting you. You would look like you just went 12 rounds with Joe Frazer.
