tendering in St. Thomas

Looking at the docking schedule for St. Thomas http://www.ships.vi/ , it appears that all through Jan. & Feb. the Magic has been tendering visitors ashore and not docking. I thought that this was on a rotation basis among the different cruise lines. Is it true that the Magic has been tendering, and if so, does anyone know if that's now a regular procedure or simply chance that it's ended up being so many times in a row?

I was on the magic 2 weeks ago and they alerted us the night before that the ship was docking and it did....This was the last week in January.
