Temporary Points, are they per member or per contract?

I'm speaking of the $15/pp 24-points per year temporary points. We often use these, but we only have one contract. If we buy another resale contract, can we get another 24 temp points to use on that contract?

It's per membership.

If you purchase resale and it's for the same UY and titled the same as your existing contract, it should be added as a sub-contract to your existing membership.

And likewise, if you purchase a different UY/resort you will have access to 24 points per UY for each additional member number you have.

If you're consistently using the 24 points why not add on to your existing contract so you own them rather than "renting" them from DVC?

Or a larger transfer in from another owner could cover those 24 points for quite awhile.

I was just coming here to ask the very same question! I have 2 contracts, different resorts, different use year, different membership numbers, so I'm assuming I can buy 24 one-time-use points per contract, each year, if needed. Correct?

Yes. If you have two memberships, then you can get those $15/pp one time use points for each of the memberships!
