Teen sized costumes?

My DD loves Alice in Wonderland. She is in college, and I know would love to have a cute Alice costume for a halloween party.

So I found this ,

But it shows teen sizes 12-14 or 14-16
She is about a size 2/3 in juniors pants and she is about 5'5" and not very busty.

Do you think either of these sizes would work for her?
