Tear Bears - how to make???

I was wondering if anybody knew how to make those tear bears paper piecing that are being sold on ebay. They are so cute and I would love to make them for my scrapbook.

I looked at some of those paper piecings. It looks like some kind of textured paper, or at least mulberry paper. You can get a really fuzzy edge on it when you dampen it and tear it.
