Still waiting for "the talk"

DS came home from an afterschool activity and said that his teacher slapped him in the belly. I asked for DS to explain and he said that he was acting silly on two seperate ocassions and the teacher slapped him in the belly (slap in as when you slap your belly when you have had a good meal and you are full) both times.
I was speaking with a friend of mine who has a child in this teachers class and she was not surprised because her daughter has been slapped in the head, lightly. I was shocked that this has happened to others, and apparently it has happened with other students and this teacher was reprimanded before. According to my friend the teacher said it was habit and hard to stop. HELLO....is there something wrong with this picture?
Also, during soccer season this fall my DH saw this teacher physically grab a student by the shoulder. DH said if it had been our son he would have been right in her face about it, so it must have been brusque enough for DH to react this way.
So now my dilemna.....what do I do? (First I will talk to DH, he is at school tonight and I haven't seen him since I found out). There is a good chance this teacher will be my son's 2nd grade teacher next year because right now she is the only 2nd grade teacher in the school. I can't believe she has been reprimanded before and it still continues!
