Tea in UK?

Last time I was there, in December, I noticed there seemed to be tables outside the "Twinings" shop? It was right behind where Alice was meeting people. Never noticed they served tea?? Where could these people have gotten tea to sit there?

I only notice tea serving during the Food Festival and they were having a tea tasting program with Mr. Twinings conducting it.

I notice alot of people use those tables to eat the fish and chips from the England stand. I wish they would keep a Twinnings Tea Stand open all year serving hot and iced teas!
