Will be visiting Tokyo in May. Our plans have us visiting the parks Mon 16th or tue 17th for 4 days, thus avoiding weekends.
I know this is after golden week, so guide books say it is quiet, but would lve to know if this is a good quiet time to visit and in reality what does quiet mean in terms of queues for the attractions. Having trouble understanding the google translation of the park busy times. Many thanks
 
I think it is a good time to go. Weather is great (warm - not too hot and usually dry. Crowds aren't too bad.

If you are refering to this crowd calendar, here is the breakdown.

Expected Standby wait time around peak time (3:30) and Fast Pass availability
(Days with light green - when you are visiting) - If it rains, the lines will be much shorter.

Monsters Inc: 90-120 min - FP gone by 2 hours after opening
Pooh: 60-90 min - FP gone by 4 hours after opening
Splash: 60-90 min - FP gone by 6 hours after opening
BTM: 45-90 min - FP gone by 8 hours after opening
Buz: 45-90 min - FP gone by 8 hours after opening
SM: 30-60 min - FP gone by 10 hours after opening
HM: 30-60 min - FP gone by 10 hours after opening

Here is the reference (Super busy days (black colored days)- possible park closing due to too many people)

Monsters Inc: 180-210 - FP gone in one hour
Pooh: 180-210 - FP gone in 3 hours
Splash: 150-210 - FP gone in 3 hours
BTM: 150-180 - FP gone in 6 hours
Buz:150-180 - FP gone in 6 hours
SM: 150-180 - FP gone in 7 hours
HM:150-180 - FP gone in 7 hours
