Taxi's: Need Car seat for toddler?

Hi!
This may be a strange question, but to avoid bus transfer issues when traveling from resort to resort we might be willing to pay for a taxi. Now we have a 2 and 5 year old with us. Don't know what Florida laws are. Can we do this? Or should I just prepare to transfer (and wait)?

Florida laws, unlike many other states, don't exempt for taxis. Your 5 year old can ride just with a seatbelt, but the 2 year old technically couldn't.

I imagine SOME of the taxis must have carseats, though. It is WDW after all!
 
I asked this question because I'll be traveling with my 2 year old dd, and we may need a taxi a time or two, and the resorts can request a cab for you with a car seat, but it may take longer to get one than one without a car seat. :thumbsup2
