Tax on the Dining Plan?

We usually don't get the dining plan, but we are going in December with some friends who will be first-timers at Disney. Due to this, our dining habits will change and we are looking at the Dining Plan. The DVC Member site lists prices as
* $41.99 per night, per Guest ages 10+
* $11.99 per night, per Guest ages 3-9

Does this price include tax? Or does Disney charge tax when you purchase the plan? Or do we pay tax on the items that we get with the plan?

Remember too that if you have a large party at a table service (8 or more) an automatic 18% gratuity is added to your bill.
This can either be paid in cash or added to your room bill.
