Target Redcard 5% discount - Brightspot?

There's been a lot of talk about issues with the 5% Redcard discount. I have Brightspot mobile, which has always advertised and given the 5% discount on the prepaid monthly refill cards, but the 5% discount is no longer showing up for me online. I called and was able to get the 5% discount credited to my Redcard once I purchased my refill cards, but couldn't get much information from Target themselves about what is going on, both from the first person I talked to and the manager. Has anyone else had this issue and/or tried to contact Target?
