Swan/Dolphin Gov't Rate?

I've read on some sites, that the gov't rate applies to all levels of gov't and on others that it is only for fed. gov't employees. I am an employee for the small city in which I live, Do I qualify?

At the Swan/Dolphin - federal, state, and local government employees qualify for the government rate.
