Yes, but unless you are flying in between 10:00 p.m. and 5:00 a.m. you can tag your bags and let DME collect them allowing you to skip baggage claim entirely.
 
You can fly into Orlando on any airline and still allow DME to pick up your luggage. You just have to put the proper tags on them. However, as previously stated, if you arrive after 10:00 PM, you do have to claim your own luggage.

Going home, you have to use a participating airline to have your bags checked ahead of time. SWA is now a participating airline, so you can use RACS and DME when flying home.
 

Our flight gets in at 10pm with SWA. So, after I get off the monorail, I go down the escalator to Level 2 to baggage claim. Then I need to get over to Side B, and down to level 1 to the DME.

My question, where do I walk over to Side B? Is it accessible from Level 2? Or do I need to go down to Level 1 on Side A first in order to get to Level 1 Side B?

I did this once before about 5 years ago. I just don't remember what I did! lol.

Off the tram, down to Level 2, Side A. Get bags, back up to Level 3...which you arrived on. You are now in the main terminal. Cross over the main terminal area, looking up to see the big ole neon Side B sign overhead. When you see it, go to it!!! Then, down to level 1, ground transport.
When I fly in SW, I get off the tram, and turn to the left to get to Side B...then down the escalator to level 2, onto the elevator (or escalator), down to level 1 and the walk down the walkway to DME...it's on the right, just past the car rental counters, with the driveway on the left.

You can not access Side B from Side A anywhere other than on Level 3. You must return to Level 3, from baggage claim on Side A (Level 2) in order to access Level 1, ground transport and DME.
