I would go with somewhere between 60 and 90 minutes depending on where the characters are in their rotation when you arrive. When I had breakfast there, it took about 90 minutes all total (including time waiting to be seated, time to eat, and time spent waiting for and meeting characters). I think we got there between rotations so there weren't any characters in our area when we were first seated and they started showing up about 30 minutes into the meal.
 
You can get in and out as fast as you want. I would leave 60 min to enjoy yourself and the characters. We go there quite often and not overly interested in the characters and I budget 45 min to get in and out.
 

You are given 90 minutes to complete your meal - that should give you sufficient time to meet all the characters as for that breakfast you will likely only see about 5: Mickey who you meet upon arrival, Daisy, Minnie, Pluto, Stitch and maybe another, we saw Max there both time we visited.

We found we were pretty much done in about an hour - the kids can get up and dance too - so it's as much as you want to make of it.

The other issue is if your reservation is for say 8AM - you might not get in right at 8 - we have had to wait at least 15 minutes for both our reservations at Surf's Up. So keep that in mind if you need to be somewhere after the breakfast.
 
I agree with the hour average. But Ive got 3 older teenagers and we were in and out in 45 minutes. We did this on the way out of town our last day.
