The answer is "sometimes" for the concierge rooms (depends upon season & availability). As to the suites, I have always been told that they are never discounted and that has also been my experience.
Have stayed in the CR Junior Suites in the wings numerous times and have always been able to get passholder discount $200 per night total. Great rooms for a couple, only 1 king bed but the couch folds out if you need it.
What they call "Junior Suites" or "Deluxe Rooms" -- which are rooms with a bedroom and small living room sometimes do get discounted, particularly at Cont or WL. Other larger one to three bedroom suites are generally not discounted. The Disney Vacation Club Resorts, Old Key West, Villas of Wilderness Lodge, BoardWalk Villas, and Beach Club Villas, which can be rented through Disney, have one and two bedroom units for which discounts are sometimes available through Disney (and can be rented at a discount from a DVC owner). Those are not considered "suites" but are considered by many to be better as they are much larger than comparable suites and come with kitchens and w/d.
