Suggestions for binding a passport book? (Canada)

I would like to make my own passport book for V in a 4x6, I've looked at different options and I liked the 4x6 photobook from Walmart, but it can only go up to 20 pages and I need 25. I didn't really want the coil binding for the passport, so just wondering if anyone has any other suggestions? the photobooks I looked at at blacks and costco do not go to 4x6. I'd also be willing to do a 5x7 depending on the cost.

You could have them printed in 4x6 and then glue them to an index card binder page? or have them printed on harder cardstock and hole punch and combine with jump rings. i have some autograph books made for my girls in my PTR to show you what i mean. I am making passport books for them but im gonna have them printed at office max and binded soon as i figure out how to get them to print the right size.
