stupid rate question

I have a friend who owns a condo in Ft Meyers. (owns, not a timeshare) Can she use the Florida Residents rate if she doesnt live there all the time?
 
I am no expert on this subject, but it is my understanding that residence means place where one has primary home and state where one would have a drivers license. Would the hotel accept something other than a drivers license as proof of where they live?
