stupid IRA / tax filing question

I know that we have until April 15 to open an IRA. Do I have to open one prior to filing my taxes? I would like to open a Traditional, non-deductible IRA account, but I have already filed my taxes for year 2002. Is it too late? If not, do I need to (and how) send IRS the IRA paperwork even though it's non deductible?

I am not an accountant, but it appears to me that if you aren't trying to deduct the IRA, then you can open it at any time--the tax filing is irrelevant.
 
I don't know for sure, but maybe after you open the IRA you could file an amended return.
