Yes I saw many people this past week in line had fold up prams and rode with no issues. The sign above the train with riding instructions even says "Please fold prams now" as you board.

We had one of the city mini and they did not require us to fold it. They put it on in an area on the front/back of the train car and when we got off one time we took it off and once they took it off.
I can't answer the scooter question, did not see anyone with these while there.
We are in the parks now, my mother and I both took our ECV's on the Hogwarts express. If you want to do the "experience" of walking onto platform 9 3/4, you need to either walk or transfer to a manual w/c, but you can pick up your ECV before you board the train.
