Strollers in the hallways?

I am basically just curious.....on my last Magic cruise I noticed something that I haven't seen before. There were alot of baby strollers left in the hallways by cabin doors. To me that would be a hazard in case of emergency, or kids running around the area. Is this allowed on the ships now?

On our last cruise I did not see any strollers in the hallways. I did on our previous cruises.
What annoyed me this last time was all the room services trays in the hallways for hours. It was not pleasing to see the remains of people's meals every time we left our cabin. I think this could be a health and safety issue.
