Stroller, wagon, wheelchair?

My SIL and her family are going to the parks in January and have racked my brain for answers to questions. I have most of the answers but not sure about this one.
She wants to bring a wagon with her to lug all her stuff for the kids. She could use a stroller but with the wagon she can let two kids sit rather than one. I know, she can rent a double stroller but the price is not in her budget since she has a stroller and a wagon already.
She was also thinking about borrowing my wheelchair for the week since it is larger and can sit 2 kids plus some of her stuff.
I seem to remember that you can't bring wagons in the park because they don't want anything that is pulled, only pushed. If she has a wagon with a push handle can she bring that since she will be pulling it?
I checked the double stroller boards but they are all taken during the time she will be at the parks.

Can she buy a used Double Stroller from a second hand store just to use on the trip? It's cheaper than renting since wagons are not allowed.

If she can find a (safe, as in not recalled) double stroller in a second hand store, there's no reason she can't buy and use it. She needs to keep in mind that the larger and bulkier any stroller is, the harder it will be to push around AND to fold and get on the buses.

Have her look on craigslist or freecycle for a double stroller.

As a previous poster said, wagons aren't allowed. From the website:

I too would vote for finding a double stroller at a second hand store or finding one to borrow.

I would shy away from using the wheelchair. Not to be sanctimonious, but, wheelchairs are for people who are disabled. My DD15 uses a wheelchair when we are in the parks due to multiple medical issues. We do not allow DD12 to ride in her sister's chair, not matter how tired she is or how late in the day it is.

define disabled. if I severely sprain or injure my leg that i cannot walk, i'm not disabled per se, but I would want one.

But yes, under normal circumstances, absent of injury and such, wheelchairs shouldn't be used. just like using your parent's handicap decal to park at the mall.

Depending on much it is, she might want to consider renting a double from one of the stroller places here, if they have no use for a double afterwards..

I'm sure she could find a decent dbl stroller on e-bay (look for local pick-up by searching within xx miles of your zip code) or craigslist.
We just bought a graco dbl for $50 and it's in great shape. Not sure if we will sell it upon our return or keep for future trips, but either way it was much cheaper than renting.

In this instance disabled is anyone who has a physical or mental limitation that prohibits them from ambulating by their own power or without excessive pain. A disability can be temporary (i.e., your sprained ankle example) or permanent.

IMO, able-bodied children, who are ambulatory and free from debilitating pain, do not fall into the category of disabled.
