Stroller for older kids

We have two kids (5 & 2) at first I was against a stroller for the 5 year old. But it's so much walking. My son has a lot of medical issues so we are going to get a wheelchair tag for him. My husbands parents are going as well so two strollers are going to be good if we split up. My stroller that came with my infant car seat will be my 2 year olds; it's nicer it reclines more, nice sunshade, big basket, etc. We have a graco umbrella stroller like this one:

But the last time I pushed the 6 year old in it for a short time my arms started hurting. I think it's because there isn't a bar connecting the handles. She is nearly 50 lbs. so I need suggestions on a cheap, easy to push stroller for her. I found this one but I don't know.

We have a Graco stand and ride stroller and it worked great for our kids. My 5 yo could walk when he wanted or just hop on and take a seat. It was about $150, but you might be able to locate one via consignment or Craigslist for significantly cheaper.
 
We're renting a City Mini GT. My son and husband are both tall and pushing other strollers can be really uncomfortable for them. If you're tall that could be a contributing factor.

Our girl is also too old for a stroller in general, but she needs the retreat from sensory overload and there's an awful lot of walking.

Renting isn't super cheap, but it's going to be worth it, I think.

A sit and stand is too big for wheel chair requirements and my son medically needs his stroller while in line. He can't physically stand.

We are confisidering buying a city mini elite instead of renting. Instead if the $100 towards renting might as well put it towards purchase since our son is going to need a stroller into an extended age. Even considering the maclaeren techno slr but I believe one goes to a max weight of 65 & the other 75 but the techno is a lot lighter which is a benefit considering we will have two strollers.
