Stroller as wheelchair and transportation

Hi, I'm fairly sure I know the answer to this question, but figured I would ask. Though this will be our 5th trip to Disney as a family, it is our first in which we will require certain accommodations. If we have a stroller as a wheelchair, that only helps us in the parks, right? He would not be able to stay in the stroller on Disney buses?
 
correct, only wheelchairs and adaptive strollers with tie downs intended for the purpose of securing them in a bus are allowed. the frames for regular strollers just aren't strong enough to handle the forces placed on them by the tie downs, they could easily snap
